ASTM E2026-24 · Assessment Levels

Level 0, Level 1, and Level 2 seismic assessments, compared.

ASTM E2026 defines investigation levels by how much data is collected and how deeply the building is analyzed. Here is what each of our levels includes and when we recommend it.

Level 0 — desktop assessment

A records-based assessment using published hazard data (USGS PGA at 10% in 50 years, spectral values, site class), fault distances, liquefaction and landslide mapping, and the building's type and age. We calculate SEL and SUL, and the PE reviews and stamps the report. There is no site visit.

Level 1 — SRA with field assessment

Everything in Level 0, plus a site visit by a Qualified Field Assessor to observe the structural system, critical connections, and site conditions. Our team completes the analysis, and the PE reviews and stamps the report. Fannie Mae requires a Level 1 SRA for properties with a Structural Risk Factor (Form 4099.C) — see Fannie Mae seismic requirements.

Level 2 — detailed engineering assessment

Everything in Level 1, plus review of structural drawings and calculations and building-specific analysis (ASCE 41 Tier 1 / Tier 2 or FEMA P-58), with retrofit scoping and cost-range estimates. Used when a Level 1 result needs refinement or a retrofit decision is on the table. For how lenders treat the result, see the 20% and 40% SEL lines explained.
