Your lender requires this report.

Agency and most structured-finance lenders — Fannie Mae DUS, Freddie Mac, and CMBS conduit lenders — require a compliant Seismic Risk Assessment for properties in elevated seismic hazard regions. That covers most assets in California, the Pacific Northwest, and parts of Nevada.

Triggers differ by program: Fannie Mae, for example, keys the requirement to a Structural Risk Factor defined in Form 4099.C. With loan extensions running out across the 2026 market, every week of delay on third-party reports is a week closer to the maturity date.

Lender requirements at a glance

  • Fannie Mae DUSLevel 1 SRA required for properties with a Structural Risk Factor (Form 4099.C), dated within 12 months of Commitment, reporting SEL and SUL at 10% in 50 years, and meeting ASTM E2026 and E2557 (Fannie Mae Multifamily Guide Section 505). Source ↗
  • Freddie Mac Conventional / SBLFreddie Mac requires an SRA for every property with a PGA of 0.15g or more. The report is Level 0 when none of the listed risk factors is present and Level 1 otherwise. It must be dated within six months before the full underwriting package, and the lender, not the borrower, must retain the consultant (Guide Chapter 64). Send us the property and lender, and we will confirm what your loan requires. Freddie Mac Guide Chapter 64 ↗ · Chapter 31 ↗
  • CMBS Conduit LendersSeismic thresholds and any earthquake-insurance condition are set by each lender and rating agency; the lender's scope letter governs.
  • Life Company / Bridge LendersApply similar frameworks. ASTM E2026 is the common reference standard across institutional capital sources.

Multiple factors determine the requirement — not just PGA.

The requirement depends on your lender, the property's seismic hazard, building construction, and loan program. The free PGA check above screens hazard only; lender programs apply their own triggers.

How the process works.

From inquiry to PE-stamped report — here is exactly what happens.

Step 1 — Submit your inquiry (5 minutes)
Submit Your Inquiry

Provide the property address, building type, approximate year of construction, and the lender program you are targeting. No structural drawings required. We respond the same business day (Mon–Fri).

Step 2 — Site visit (2–4 hours on-site)
Site Visit

A Qualified Field Assessor visits the property on a date confirmed with you. We cover the San Francisco Bay Area and Southern California. The visit covers structural system observation, site conditions, and the ASTM E2026-24 field requirements.

Step 3 — 5 business days after the site visit
PE-Stamped Report Delivered

Our team completes the analysis, and the PE reviews and stamps the report. We deliver your SRA — signed, PE-stamped, and formatted for lender submission — by email.

Frequently asked questions.

Usually, yes. Fannie Mae requires a Level 1 Seismic Risk Assessment for properties with a Structural Risk Factor as defined in Form 4099.C (Multifamily Guide Section 505). Freddie Mac, CMBS conduit, and life-company lenders set their own seismic due-diligence requirements; your lender’s scope letter states what is required.
PML (Probable Maximum Loss) is the legacy term. Lenders today ask for a Seismic Risk Assessment (SRA) under ASTM E2026-24, which reports both SEL (Scenario Expected Loss) and SUL (Scenario Upper Loss) at the 10% in 50-year exceedance level. We report both values in a single PE-stamped document.
We answer inquiries the same business day (Mon–Fri). We deliver Level 1 reports PE-reviewed and stamped 5 business days after the site visit and Level 0 desktop assessments 3 business days from complete data. We quote Level 2 per project.
We prepare our reports to ASTM E2026-24 Level 1 scope and, where required, ASTM E2557. Acceptance is at each lender’s discretion, so send us your lender’s scope letter with the inquiry and we will confirm the report scope matches it before you order.
Each loan program and lender sets its own response to SEL and SUL results, which can include earthquake insurance, retrofit, or additional review. We flag the likely implications when we deliver your report and can advise whether a Level 2 assessment or retrofit scoping is advisable before submission. Both agencies publish the same two lines. At 20% or less a stable building passes. Above 20%, Freddie Mac requires earthquake insurance and Fannie Mae decides case by case. Above 40%, neither takes the loan as it stands. See the 20% and 40% SEL lines explained.
To quote, we need the property address, the lender or loan program, and the report level if you know it. Building type and approximate year of construction help, so add them in the notes. We confirm site access after we receive your inquiry. No structural drawings or prior reports are required to place an order.
